국제해사기구(IMO)는 국제 해운의 온실가스(GHG) 배출량 감축방안 수립에 필요한 기초 Data 수집 및 배출현황 분석을 위해 선박연료유 사용정보의무보고제도(DCS) 도입
시행 근거
해양오염 방지협약(MARPOL Annex Ⅵ, Reg.22A) : 총톤수 5,000톤 이상 국제항해선박을 대상으로 연료유 사용량, 운항정보 등 수집
세부 내용
- 2018년 12월 31일까지 SEEMP Part Ⅱ를 기국(주관청)에서 승인 받아 선박에 비치
- 해운사는 연간 유종별 사용량, 운항거리, 운행시간 등 상세 Data를 주관청에 제출
- 주관청(또는 Recognized Organization, 이하 RO)은 해운사가 보고한 Data를 검증한 후 적합증서(SOC)발행 및 IMO에 Data 제출
업무 흐름도
선박 대기오염물질 관리시스템을 통하여 처리하는 업무
국제해사기구 선박연료유 사용정보의무보고제도(IMO DCS)에서 주관청 또는 주관청이 지정한 기관(RO)와 해운사가 수행하는 업무입니다.
해운사는 선박에너지효율관리계획서(이하 SEEMP)를 작성하여 주관청에 승인받아 선박에 비치하고SEEMP에 따라 연료사용량, 운항Data 등을 모니터링, Data를 수집하여 선박 대기오염물질 관리시스템(이하 시스템)에서 Data보고서를 작성하여 검증기관에 검증을 신청합니다.
검증과정에서 시정조치 요구사항 발생 시 시스템을 통하여 확인하고 Data보고서를 수정하여 재제출합니다. 검증완료 후 검증보고서를 조회하여 확인합니다.
적합증서가 오프라인으로 접수되면 이를 선박에 보관합니다.
주관청은 해운사에서 작성한 SEEMP를 검토하여 승인하고 시스템을 통하여 Data 보고 대상을 설정합니다.
주관청 또는 주관청이 지정한 기관(RO)가 시스템을 통하여 해운사의 Data보고서 검증 신청을 접수하고 Data 보고서 검토 및 현장실사를 통해 검증을 수행합니다.
검증과정에서 수정사항이 발생하면 시스템을 통하여 해운사에 시정조치를 요구하고 해운사가 재제출한 Data보고서를 검증완료 후 검증보고서를 시스템에 등록합니다.
주관청은 검증을 받은 해운사에게 적합증서(Statement of Compliance, SOC)를 발행하여 오프라인으로 송부하고 해운사의 IMO 선박연료유 사용정보 Data를 시스템에서 다운로드받아 국제해사기구(IMO)에 전자적 방식으로 제출합니다.
